On July 9, the Ministry of Industry and Information Technology revised the "Photovoltaic Manufacturing Industry Specification Conditions (2021)" and introduced the "Photovoltaic Manufacturing Industry Specification Conditions (2024)" as well as the "Photovoltaic Manufacturing Industry Specification Announcement Management Measures (2024)" (draft for comment) for public review.
The proposed revisions in the "Standard conditions" aim to guide photovoltaic enterprises to reduce manufacturing projects focused solely on capacity expansion, while emphasizing technological innovation, product quality improvement, and production cost reduction. Additionally, new construction and expansion of polysilicon manufacturing projects will require a minimum capital ratio of 30%.
In late June, the National Energy Administration also publicly stated its intention to prudently guide upstream capacity construction in the photovoltaic sector, avoiding redundant low-end capacity construction in order to foster a favorable market environment.
